I once also filed a bug, because Ubuntu does not respect the digit in column 6 of /etc/fstab. In Ubuntu you can set it to "0", but this is ignored and fsck'd anyhow. The reply on this was: "it has ever been that way in Ubuntu, / filesystem is checked anyway". So this beheaviour is Ubuntu-specific and undocumented.
