Thanks for your suggestion on this bug and help to make ubuntu better.

I'm quite scared about not having the same behavior there is you have
others applications or not. The workspace switcher already go in some
kind of expose mode and can tackle that for us, for instance. The 2/ and
3/ are quite similar and you have to learn if you have other
applications opened to see why the behavior is different. I think
knowing that you have more than one window for the same applications is
easy, but not for other apps. So it seems that people will need a
learning curve and can't expect a designed, constitent behavior from
session start to end.

Well, in any case, I'm adding an ayatana-design task for getting some
desiner feedback, thanks!
