more details:
in gnome
System -> Administration -> Users and Groups

Add

it asks for the new user name and password
then returns to main User and Group menu.

it has already made the user using the lowest available
UID

then trying to set it to something else it fails
with no message.
also true of default shell and group

the order of popups was better in ubuntu 8
