keith, sorry that you feel this way. We're actually getting close to a fix for another bug, which I think is probably the same thing... (not sure its a strong enough feeling to mark it duplicate yet)..
see bug #688541 for some suggestions which we're considering to fix this. In fact, it would be interesting to hear from people who are affected what the result of this command shows: fgrep "stop on runlevel" /etc/init/*.conf Yields.
