usermod always fails when trying to change the home for an active user. This is very reasonable since many files are likely to be open, so moving/removing them will fail.
I've changed users-admin upstream to disable the home dir field and show and explanation notice in that case. This will be present in the gnome- sytem-tools 2.91.1, thus in Natty.
