Public bug reported:

Binary package hint: unity

Some of my bookmark menus in Firefox have a lot of items, and cause them
to exceed the vertical size of the screen. I can scroll down the menu
with no issue, using the scroll-down button at the bottom of the menu.
However, when I hover over the scroll-up button at the top of the menu,
focus immediately transfers to one of the indicators on the panel, which
causes its menu to open instead and prevents me from using the button to
scroll back up the menu.

I've attached a screenshot showing the alignment of the button over the
indicators in the panel
