This is not a Shotwell bug. Unlike some other applications, Shotwell uses libraw to handle its RAW processing. (libraw itself wraps dcraw.) Both Maverick and Natty contain a relatively old version of libraw, namely 0.9. The newest version on the libraw Web site (http://libraw.org) is 0.12. Perhaps this latest version contains the fix you need.
