Public bug reported:

Binary package hint: gnome-control-center

"Select windows when the mouse moves over them" in "Window Preferences"
is ignored.  Regardless of what is chosen, clicking is required to
focus.  This even persists after logging out and logging in.

This may be a bug in the window manager rather than in gnome-control-
center.  I don't know how to tell.
