Reuben Firmin thank you for reporting this bug and making Ubuntu better. While this phenomenon is confirmed in Maverick, the reason for it is most likely a developer decision (I actually prefer the way it is). However, having the option of changing this association to what your expecting would be great. If this optionality is not available the next step is to link an upstream bug found performing a search via http://www.openoffice.org/issues/query.cgi or if not found reported via http://www.openoffice.org/issues/enter_bug.cgi?component=Spreadsheet
