The issue no longer happens, though it was a my lack of knowledge on how
to use gstreamer pipeline

The "CD Quality, Lossy" tag does not appear in the dropdown whatsoever,
because of a value change of quality that happened wayback when. It's
gstreamer pipeline values were "audio/x-raw-float,rate=44100,channels=2
! vorbisenc name=enc quality=0.60! oggmux"

After typing the above paragraph I looked at it and thought the exclamation 
after enc quality might be in the wrong place. I added a space and restarted 
the program and it appeared.

However I can still consistently make the program crash by playing an
Audio CD (actually it's any music file, while clicking Preferences >
Music > Edit Preferences > Preferred Format's Edit > New > "Enter A Name
For New Preference" > Create

Have attached a debug file using rhthymbox -d.
