EXPECTED:  When navigating a site with a site provided 'info/action bar'
at the top/bottom, hitting the Page Up/Down keys or clicking the
brower's navigation up/down scroll bar will move you exactly one
"visible" full page.

ACTUAL:  Hitting the Page Up/Down keys or clicking the browser's
navigation up/down scroll bar moves a full page -- as if the site
provided 'info/action bar' does not exist.  The result is that the
navigation does not account for the site provided 'info/action bar' and
moves text "behind" it.  The below URL (or any news/article site) is an
example.
