I'm not entirely sure I understand the nature of this bug. I've never
known there was a mechanism by which a notification's urgency could be
set and in my day-to-day use of Ubuntu, I've never noticed any
difference in the type of notifications I get. The screenshots provided
by the OP both in this bug and in bug #482283 show a coloured bar at the
top which I have never seen in a notification, not have I come across
any way or activating such a feature. A Google search turns up a few
similar images on other sites.

Are the notification urgency levels still a part of Ubuntu or have they
been removed at some point between Karmic and Maverick, which is when
this bug was originally reported?
