Instead of using the ondemand governor, a simple and trusty solution is to use powernowd and the userspace governor - this combination results in a behaviour similar to ondemand. But be careful: ubuntu has a LOT of annoying scripts trying to force the governor to "ondemand"... just grep in /etc, /etc/default and /etc/init.d as well as in power-related tool config directories, e.g. /etc/laptop-mode.../
