I should have mentioned that this is with lucid's upstart 0.6.5-7. The Upstart changelogs for 0.6.6 and 0.6.7 and the Ubuntu changelogs for more recent versions (up to 0.6.7-3 in natty) don't contain any obvious fixes for this.
