The first issue seems to be a duplicate of bug #42410 -- could you try whether 
installing the texlive-binaries package fixes the issue?

The second issue is very likely related to apparmor -- but I can't reproduce 
your problem (neither on 10.04 nor on 10.10)
Do you happen to have your home directory in a non-standard path (i.e. not 
/home)? If yes:

You can disable the evince profile for apparmor and check whether this solves 
your issue:
sudo ln -s /etc/apparmor.d/usr.bin.evince /etc/apparmor.d/disable
sudo /etc/init.d/apparmor restart
