3 years have passed.

If the old machine and install is still available, I recommend to check
/var/log/syslog and /var/log/messages to see if any reason why writing
to the block device would fail.

The only time not possible to re-read partition table is if you  have
edited a drive that contains a mounted root partition etc.

If rebooting and the USB2 drive still has issues, check hdparm config.
might be that it wasnt flushed to the device.

Ubuntu 10.10 util-linux package contains: fdisk (util-linux-ng 2.17.2)

There is 2.19 release also available.

I recommend to close this bug if no one can reproduce in latest.
