@Khairul, Your issue is is actually bug 623609. It is worked around in the newer UEC image builds, and can be worked around in your existing instance the same way. See https://bugs.launchpad.net/ubuntu/lucid/+source/cloud-init/+bug/623609/comments/14 for more information.
