Bruno, the 2.04 that you're using is older than the 2.04+ that was being discussed back in November. You need a newer version of Transmission if you want to see the improvements in r11266 that Vish and I were discussing.
That said, even the new version is not perfect -- and KTorrent, Deluge, and Vuze are worse -- because there doesn't appear to be a good way of controlling this at the application level.
