I am also affected by this error since the last update. I will do some more investigation in what is the exact cause. At the moment I can only state that starting the unity-2d-launcher and unity-2d-panel from a commandline do work. But gnome-panel is unkillable (will always restart itself) and will position itself over the unity panel again.
