Binary package hint: cups
On upgrading cups hangs at:
"Unpacking replacement cups-ppdc ...
Preparing to replace cups 1.4.4-6ubuntu2.2 (using
.../cups_1.4.4-6ubuntu2.3_amd64.deb) ..."
the stuck process is 'stop cups', which appears happy to wait forever
(left it half an hour or so). The previous update did the same thing.
sudo kill -9 <offending process> allows the upgrades to continue until we get
to:
"Installing new version of config file /etc/init/cups.conf ..."
where it gets stuck again.
At this point we have this process tree:

systracing this process hows:
"restart_syscall(<... resuming interrupted call ...>"
sudo kill kills the 'start' and lets the rest of the upgrades complete.
manually running start cups also hangs

/usr/sbin/cupsd -C /etc/cups/cupsd.conf
