IANAL, but it seems to me that writing open source software to
communicate to a Shoutcast server via the Shoutcast API would not
"subject SHOUTcast Radio or the SHOUTcast Radio Materials, in whole or
in part, to all or part of the license obligations of any Publically
Available Software".

So this is a non-issue.
