Hi,
After struggling for many days, I just found out that the actual bug is the 
fact the direction of a locale is not specified in the locale definition file. 
There is rather a strange way to specify visual direction of desktop for any 
locale, and that is by translating the string "default:LTR" to either 
"default:LTR" or "default:RTL" in the gtk package. Although gtk needs to know 
the text direction, it should have been part of the locale definition and not a 
string in a specific package.

Therefore, I suggest that the direction of a language should be part of
the locale definition source file.

The bug should be closed now.
