Launchpad provides a convenient method of searching. Just go to

https://launchpad.net/ubuntu/+source/libpcap

and scroll down and click on the "Other versions of 'libpcap' in
untrusted archives." and you'll get a list of all the PPAs with libpcap.
I honestly don't know if any of the listed PPAs include this patch, but
the patch and the source are available, so it would probably be fairly
straightforward to roll your own.
