Public bug reported:

Attempted to install ubuntu on an lpar on a pSeries 520 with vtopt virtual 
cdrom to vscsi harddrive (and of course veth ethernet).
Attempted both ubuntu-10.10-alternate-powerpc.iso   and 
ubuntu-10.04-server-powerpc.iso  

yaboot could boot the kernel and the installer started fine.  However the 
installer was unable to find the cdrom.
RHEL6-ppc4 could install fine on this same LPAR.
Examining lsmod output, ibmveth and ibmvscsic were present on the RHEL 
installation.
Upon extracting the contents of linux-image-2.6.35-22-powerpc64-smp on an intel 
system, I found that the relevant kernel modules were not present.

Per discussion on #ubuntu-powerpc with cjwatson.
Please enable CONFIG_IBMVETH and CONFIG_SCSI_IBMVSCSI on powerpc.
add ibmveth to debian.master/d-i/modules-powerpc/nic-modules
