Public bug reported:

The udev package contains the file /lib/udev/devices/null which is
copied to /dev on startup. unfortunately it contains wrong permissions

from dpkg -c udev_093-0ubuntu9_i386.deb
crw------- root/root    1,3 ./lib/udev/devices/null

This leads to error messages for all user processes redirecting stdout
to /dev/null (KDE does not start and so on).
