I just noticed that package installation now also fails if you disable
apport in /etc/default/apport and then reinstall it:

$ sudo apt-get install --reinstall apport
[...]
start: Job failed to start
invoke-rc.d: initscript apport, action "start" failed.
dpkg: Fehler beim Bearbeiten von apport (--configure):
 Unterprozess installiertes post-installation-Skript gab den Fehlerwert 1 zurück

I'm not sure whether this is the same reason (as in above cups case cups
should actually start), though.
