Have anybody here had a look to the /apps/gnome-power-
manager/lock/use_screensaver_settings gconf key? If you look there with
the gconf-editor app, you even see keys to override this indepedently
from the screen saver.

That said, it appears all this screen-lock-disabling stuff is pretty
unreliable, see bug #255228 . A good option would probably be to get rid
of those overrides and hardcode use_screensaver_settings to true, as one
hardly can imagine a situation where a user wants something different
between screen saver, hibernate and suspend. All of these mean "shut
down partly, but keep the session", after all.
