Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,
I'm going to mark it as confirmed and let them handle it from here.

I am able to reproduce this issue in Ubuntu 10.10. When espeak-generic
is set as the speech engine, Orca is silent. There is no sound output.
When espeak is set again, without restarting anything except Orca,
speech is restored.
