I had the exact same problem.  The computer will boot from the CD and
run, but will not install wubi.  How can this not be considered a
problem?  What's the point of including this feature if it will not
work?  Simply to waste people's time, including your own?  I don't think
so.

And what kind of answer is "use the ISO directly, not the CD"?  That
makes absolutely no sense in this context.

I checked bug #207137, and I don't see much similarity, other than a
failure to install.  If this is similar, I guess every bug should be a
duplicate, as they are all failures of some sort.
