Okay, I've discovered it's related to this other weird desktop issue I've been having. I seem to have two different mechanisms for multiple desktops. I've been trying to figure it out on the forums, but suffice it to say, when I set the number of desktops in System Settings > Virtual Desktops to 1, I have 4 desktops and the "On all desktops" decoration works. When it's anything else, I have four times that many desktops, (4 x 3, for example) some of which have my plasmoids, some of which don't, and in that case, the "On all desktops" button works across the current subset of three desktops or the 4 other-type desktops.
