The bug lacks informations like the version of Ubuntu you are using. The
gnome-panel runs in user space and can't change the clock, why do you
think it's due to it? Does it happen if you don't use the desktop? It
could be your computer clock shifting. Does it happen if you don't log
into GNOME or use an another environment?
