Alexey Kotlyarov, thank you for reporting this bug and helping make
Ubuntu better. This is reproducible from Ubuntu 10.10, LibreOffice Calc
at the Terminal:

cd ~/Desktop && wget
https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/575143/+attachment/1373092/+files
/empty-sheet.xls && localc -nologo empty-sheet.xls

Notice how one can see Sheet 1 and part of the rest of the Sheets area.
Resize the window so it is as small as possible horizontally. Then re-
size the window to almost full screen. Notice how Sheet 1 and the rest
of the bar disappeared, requiring one to slide the Sheets bar over.
