Ive found one intreseting thing when running the command: lspci -v | less

By increasing it, it would be less audio glictes / xruns /buffer underruns / audio chopping. A very fast computer can handle that, Not older ones. If youre not gonna use it for audio production, You have no actual use for a lower latency time. By increasing it more computers will support / work from the start.. Only music production computers will have use of lower latency and when you use the computer that way.
