I added code into apt-clone now that sets "DPkg::Chroot-Directory" so
that the actual dpkg stuff is run in the targetdir. I also fixed a issue
in apt that would run the dpkg::pre-invoke scripts outside of the
targetdir (this way the debconf lock error is hopefully fixed). This
needs a new upload of apt to fully work though.
