OK I've looked further into this one and it's not something we can easily fix in Software Centre. This login/register dialog that we use for this (i.e. the one you're seeing) is actually in ubuntu-sso-client and not software-center. Ubuntu Single Sign On client takes the name of the app that is passed to it and creates a label like this: "Create <appname> Account" so the extent of the info that is provided to that dialog from Software Centre is the app name "Ubuntu Software Center" and the sub-text that is used on the window "To review software or to report abuse you need to sign in to a Ubuntu Single Sign-On account."
