I don' know what changed, but I kept Unity disabled these days (I needed a "stable" system) and when I re-enabled it, unity-place-applications was working. I'm trying to reboot, now; I did what you asked right after re-enabling, so I'm not sure that unity-place-applications is working because of it or if it's just working.
