Hey Paul, it seems it's related to bug #731872 but the persistent
behavior of the launcher in my case is not just for several seconds. It
stays there no matter what you do with the mouse, and indefinitely until
you restart unity. Even re-setting the hiding preference in CompizConfig
does not help.

- What happens is that after some time, the launcher stops hiding/dodging even 
if it's set to do so. When it happens, the launcher boundary seems to have even 
some edge resistance/attraction.
- This happens to me quite often as I leave my computer on for long times. The 
only remedy (without any console commands) seems to logout/login.
