Binary package hint: software-center

Sometimes when I try to download something from the Ubuntu software center it 
just says "Applying Settings" or "Downloading" and it actually does not get 
installed and when I click Cancel to cancel the download or Install . It just 
says "Cancelling" and it never ever finishes until I restart my PC.
I'm using Ubuntu 10.10. This bug has happened with me before too . on Ubuntu 
9.10 and 10.4 LTS
and It happens with any random package not just with specific Pacakages
