This is related to another problem where the UID, GID, and file size became corrupted and even root couldn't remove or change the file(s). Eventual fix was to use a filesystem debugger program and clear the inode entries. I'm still not sure what caused the problem - possibly a power failure/hit, but the system is on a UPS. in any case, it's corrected and closed. Sorry I didn't close this earlier.
