I just encountered this exact same bug again today.

OpenOffice.org 3.2.1 
OOO320m19 (Build:9505)
ooo-build 3.2.1.4, Ubuntu package 1:3.2.1-7ubuntu1.1

all current updates applied.

Situation...I was near the very end of the first page of Chapter 2  7" x
9"  0.79 margins all around style default (so it did not have header).
Inserted manual page for the Chapter 2 even (same size and margins.  Has
page header header (border with underline and running heading).
Selected first line of text, hit F-11, selected heading-2.  It formatted
correctly, but drops down from top of page.

This bug used to happen all of the time, now seems to _only_ happen
which switching from default to a page style which has a border on top
for running page heading.
