igi The problem I was reporting, was a problem after the package was installed. This was resolved by a subsequent software update.
There is a bug in the Ubuntu Software Centre which results in it reporting that some packages do not meet package quality standards, and as a short term 'fix', follow the procedure outlined in 'https://help.ubuntu.com/community/GoogleEarth', but don't install via the USC. Go to the directory where the file was downloaded and , as you suggest, run 'sudo dpkg -i <debian-package>.deb'.
