Evince is also hidden from the normal GNOME menus (like for example also
Eye of Gnome) and the apps place just respect those settings. I shall
not be the judge on what's right here (frankly I am more or less with
you on this matter), but I think it's important that we follow the
system configuration. If you want to have this changed I suggest you
take up the discussion on either the Ayatana list or the relevant GNOME
mailing list.

PS: If I recall correctly the reasoning is that these apps are regarded
as deeper components in the system that are just there to present stuff
to the user. Ie. you don't "open Evince to see a document", you just
"see a document" the app is an implementation detail.

PPS: You call still run executables directly by using the Alt-F2 dialog
('evince' works there).
