Thank you bug report and for helping to make Ubuntu better. The easiest way to report a bug against the linux package is with the command "ubuntu-bug linux" or most of the GUI programs have a Report a problem item in their help menu. Also note, that by just running ubuntu-bug you get a series of dialog to specify what kind of bug would you like to report. However, I also agree that the discoverability of the bug reporting tools requires attention, and that the balance between too much information (the 10 pages to read before reporting bug) and lack of information (report a bug every time) must be found to avoid reporting many duplicate bugs, incomplete bug reports, bugs reported to wrong packages.
