Workaround:
Go to synaptic manager.
Select upgrade there. Then, another package is installed (libftgl2) and the 
upgrade commences as expected.
It is unclear to me why upgrade manager does not do this for me.

Setting up libftgl2 (2.1.3~rc5-3) ...
Setting up octave3.2-common (3.2.3-1ubuntu1) ...
Setting up octave3.2 (3.2.3-1ubuntu1) ...
