Public bug reported:

Binary package hint: udev

The X Server wouldn't take my keyboard or mouse but it worked perfectly
fine on the VTs. After some investigation it turned out that udev-167
and libudev0-162 was installed.

I would have expected that the udev package prevents an incompatible
libudev being installed.
