Public bug reported:

Binary package hint: overlay-scrollbar

Overlay scrollbar should be revealed wherever the mouse is positioned in
the edge of the screen. Currently, it's only revealed if you place the
mouse at the coloured bar which marks the scrolling position (vertical
or horizontal position within the document, folder or software).

It would be much more intuitive and practical to have access to the
overlay scrollbar simply placing the mouse pointer at any point in the
edge of the screen instead of having to search for it.
