Right, its more of a general issue with how we handle windows that map
after fullscreen windows above them. Turns out that panels are somehow
going on top of the fullscreen window in any case. Try it with this

1) unload unity
2) launch gnome-panel
3) fullscreen evince
4) switch to vt and run DISPLAY=:0 someapp
5) switch back, and notice that the panels are now on top.

I'll endeavour to fix it soon
