Most of the flashing is due to the animation plugin that triggers an
effect when a menu closes. Scrubing the menubar create a rapid
succession of those effects and products the artifacts. If the fade on
close option is removed from the animation plugin, the artifacts go
away.

We can't workaround either the animation or suppress it now, unless we
change the design requirement to have fade on close.
