The documentation linked above about how to enable onboard at GDM was
written for the old GDM. Since karmic, Ubuntu is shipping the new GDM
that offers an accessibility icon to open the accessibility dialog which
contains a checkbox to start the onscreen keyboard.

Concerning some documentation about onboard: you might have a look at
file:///usr/share/onboard/docs/index.html ships with onboard. These
files need some updating, as they don't include some features added to
onboard the last years.
