Public bug reported:

Binary package hint: grub2

The option GRUB_DISABLE_LINUX_RECOVERY="true" in /etc/default/grub is
ignored by update-grub; the resulting /boot/grub/grub.cfg still contains
the "recovery mode" (single) option.

The reason seems to be that /usr/sbin/grub-mkconfig exports the wrong
option (GRUB_DISABLE_RECOVERY, rather than GRUB_DISABLE_LINUX_RECOVERY).
In fact, renaming the option in /etc/default/grub works around this
issue.
